No - in every state, the FHOG is only available for new builds, off-the-plan purchases, or substantially renovated properties. Established/existing homes don't qualify. However, stamp duty concessions usually apply to both new and existing homes.
Yes. The FHG (which eliminates LMI on a 5% deposit) and the FHOG (cash grant for new builds) are separate programs. You can also combine both with stamp duty concessions and the FHSSS.
The FHG income test is based on taxable income for the previous financial year. If you earned over $125,000 (single) or $200,000 (couple combined), you won't qualify for the FHG that year. Other benefits like FHOG and stamp duty concessions typically don't have income tests.
